Export & Government Compliance
Our Process

Our Process
Riverbend Energetics operates within one of the most highly regulated sectors of the U.S. industrial base. Our products are subject to strict export controls and government regulations. We maintain comprehensive compliance programs to ensure every shipment, process, and internal workflow aligns with the expectations of the Department of Defense, the Department of State, and the Department of Transportation.
ITAR Compliance: Our operations are fully compliant with the International Traffic in Arms Regulations (ITAR). We maintain current registrations with the Directorate of Defense Trade Controls (DDTC) and enforce secure handling and documentation procedures for all technical data, controlled items, and defense articles. Our team is trained in ITAR principles and maintains a closed-loop control environment to ensure no unauthorized transfer of sensitive material or information occurs.
DOT Hazardous Materials Transportation: We are proficient in managing hazardous materials transportation under the Department of Transportation’s hazardous goods classification system. Our teams are experienced in the safe labeling, packaging, and logistics coordination required for shipping energetic devices both domestically and internationally. All shipments are executed in full accordance with DOT and UN hazard class guidelines to ensure safe handling throughout the supply chain.
Controlled Unclassified Information (CUI) Handling: Riverbend upholds strict cybersecurity and data integrity standards related to Controlled Unclassified Information (CUI). We follow the guidelines set forth by the National Institute of Standards and Technology (NIST) to safeguard sensitive but unclassified government data.
Export Licensing and Classification: Riverbend maintains internal capabilities for managing commodity jurisdiction requests, export license applications, and accurate classification of devices under the U.S. Munitions List (USML) or Commerce Control List (CCL). Our engineering and compliance staff are trained in the use of Export Control Classification Numbers (ECCNs), Commodity Jurisdiction (CJ) requestions, and Technical Assistance Agreements (TAAs), ensuring every program is supported by the correct regulatory structure from the outset.
Auditing and Documentation: We maintain a robust internal framework for compliance auditing and documentation across all regulated activities. Our systems are designed to provide complete visibility into the movement, handling, and classification of controlled items. Each compliance task is documented in accordance with applicable ITAR, EAR, and DOT regulations. We retain full audit trails for all export licenses, jurisdiction determinations, shipment records, and technical correspondence. This documentation not only supports regulatory inquiries and internal reviews but also enables our customers to validate program compliance throughout the contract lifecycle.
Training and Continuous Improvement: Training is central to our compliance culture. All Riverbend personnel involved in technical data access, shipping, customer engagement, and program management complete required training on ITAR, DOT, and cybersecurity protocols. This training is refreshed regularly and updated to reflect changes in federal and international law. Alongside formal instruction, our compliance leadership team conducts scheduled program reviews and assessments, applying lessons learned to reinforce process improvements and ensure continued alignment with government expectations.
Collaboration with Regulators: Riverbend maintains open and direct lines of communication with regulatory agencies. Whether seeking guidance on jurisdiction, clarification on technical data boundaries, or support for license applications, we engage with DDTC, BIS, and related authorities with transparency and consistency. We respond thoroughly to regulatory inquiries and maintain a posture of full cooperation, demonstrating the integrity and responsiveness our customers expect from a defense supplier.
End-User Verification: Before any controlled product is shipped, we conduct rigorous end-user verification processes. This includes evaluation of contract vehicles, end-use statements, export licensing and customer eligibility against U.S. government requirements. We perform denied party screening and document all clearance decisions to ensure that our devices are delivered only to authorized parties and used solely for approved defense purposes. These safeguards are essential to maintaining national security and preventing unauthorized diversion of sensitive technology.
